Depends on price. If the 1070 comes in at over $700AU, which is looking like the case, given the 980 is still currently retailing for $650 here, and if the 980 drops to the mid $300AU range (doubtful, but possible), I'd be happy to pick one up. I can't spend nearly a grand on a graphics card, it's just not feasible.
I was thinking of going Radeon, though. They have some new stuff about to drop and my mobo supports crossfire, but not SLI. Which is annoying because right now I have two gtx670s. But if if the price on the radeon R9 390 comes down, I'd have to seriously consider that, just so I could possibly run dual cards in the future when the price of getting a second one is DIRT cheap.

The 1070 will around the same price or cheaper than the 970 now. Kind of a no-brainer, I think.
I can't see that happening in Australia. There's no way it could come in even close to $450AU. http://www.pcadvisor.co.uk/feature/pc-components/nvidia-gtx-1080-vs-gtx-1070-price-specs-comparison-3640925/ This is putting it at £339 which is already $688AU without the magic Australian retailers' mark up. If it's supposed to be the replacement for the 980 it'd make more sense that retailers enter it at that price point and then drop the previous models.

I mean, games today still look really great without being set at max setting with all the filters and whistles. That being said, you can also squeeze a tonne of extra performance without having Anti Aliasing and bullshit hair physics on. As long as you're not playing 4K, I don't think that you need to worry about going highend. Even then, 21:9 monitors are more fun than 1440p/4K anyway and doesn't that much more juice to play smoothly.

Also, most PC only games are optimized for all specifications and the most most popular games (CS:GO, LoL, Diablo) and every other RTS, MMOs and Platformer games could likely run on a toaster. I've only noticed that games are optimized poorly when they're coming from Consoles.
MGSV was probably the best port i've seen in a long time, but it's probably because it's doesn't have super HD textures and mostly focuses on good lighting and simple aesthetics.
See, you people have opposite problems from mine. I live in Japan but (until I switched to almost only digital distribution) getting games that are not in Japanese has typically been an issue for me...
