does steam only do game specific sales, or do they do sales across the site sometimes?

They do both. 2-3 times a year they have "lots of stuff on sale" sales, and they do individual games all the time. I think the "everything on sale" sale just ended, so if you're waiting for a bargain maybe check them every weekend or so. I feel a bit better supporting GoG rather than Steam. GoG has never inspired me to shout "oh fuck you Gabe!" when trying to get a new computer set up. Also, they're a division of the company that makes the Witcher games.
