Yes! Seems like you are right: apparently both op amps are stacked together.

With the drone control you can define the balance of standard fuzz and octave fuzz (explained in the video at 0:32). Fully counter-clockwise only the octave fuzz is active and vice versa. With the added op amp the non-octave fuzz can sound a bit octave-y as well (6:29).
The sound at 2:23 in that video is one of my favorite fuzz sounds ever.

There's like 4 layers of electrical tape and some cardboard on the guts. Haven't had time for a closer look. It's like old E13 pedals, but cleaner wiring. The build is on perfboard.

After spotting it at craigslist/Boston I contacted lordgalvar (after Chankgeez) to ask if he wants to purchase it. No wonder why you have never heard of it. There is only this one unit around in the whole world. It was made for this giveaway of a (apparently closed) pedal shop in Belgium, documented at effectsdatabase.com in November 2011:
