You have to remember that out of all of the string brands that are made, 4-5 major companies take care of pretty much everything, so there are a LOT of strings out there that are similar except for very minute differences (Ken Smith Compressors and GHS Pressurewounds are one example as they're roughly the same string).

From the research I did, Webstrings are produced by D'Addario so I guess these would be on par with Chromes. As to the quality, I can't comment on the flats because I just didn't like them. I used a set of their stainless steel ones, and they held up and acted exactly as the XL series from D'A has with me.

In my searches I found Labella flats here cheapest:

They last for years so the price is easier to swallow.
